West Virginia Permit Test Cheat Sheet 2026 – Every Number You Need

West Virginia gives you 25 questions and lets you miss six. At 76% it is among the most forgiving pass marks in the country — but it sits on top of one of the strictest graduated licensing systems, and every attempt costs money. This page collects every figure worth committing to memory.

$7.50Per attempt

76% to pass, and you pay every time

Nineteen correct out of 25 is 76%. Every other state on this site wants 80% or more, and Idaho wants 85%. The catch is that $7.50 buys one attempt. Fail and you pay again, so there is no free first try to see what the questions look like.

Speed limits

These come from WV Code §17C-6-1.

Where Limit
School zone, during recess or while children arrive or leave 15 mph
Any business or residence district 25 mph
Open country highways 55 mph
Controlled access and interstate highways Not less than 55 mph

A school zone is the school property plus 125 feet along any abutting street or highway. The restriction does not apply on a controlled-access highway separated from the school by an approved fence or barrier.

The oddest rule in West Virginia traffic law. Caught on an interstate or controlled-access highway at 10 mph or less over the limit and the fine is not more than $5 plus court costs — and under subsection (i) that conviction may not be recorded by the DMV at all. It does not touch your record. The exception does not apply to commercial license holders driving commercial vehicles.

Speeding fines

Offense Penalty
First conviction Up to $100
Second within one year Up to $200
Third or later within two years Up to $500
Third or later, at 15 mph or more over Up to $500, or up to six months in jail, or both
School zone $100 to $500
School zone, 15 mph or more over with children present $100 to $500, or up to six months in jail, or both
School zone with no signage present Not more than $25

Your license depends on staying in school

A teen applicant must present a School Driver Eligibility Certificate from the school, confirming enrollment and satisfactory academic progress. Anyone under 17 is subject to the state’s mandatory attendance and academic progress provisions whatever license level they hold.

Home-schooled students get the form through their county Board of Education. Students at school outside West Virginia collect an out-of-state version at a DMV regional office, completed by the principal, with a letter on school letterhead and two proofs of West Virginia residency. Already graduated and under 18? A diploma works, as does GED enrollment with satisfactory progress or full-time higher education.

Level 1, Level 2, Level 3

The naming is unique to West Virginia and it is the biggest source of confusion for applicants. Other states say permit, intermediate, full.

Level From age To move up
Level 1, instruction permit 15 Six months at Level 1, six months infraction free, 50 hours with 10 at night or a Driver Education Card, and a passed road skills test
Level 2, intermediate 16 One year at Level 2, infraction free for that year, and at least 17
Level 3, full Class E 17 —

Level 1 restrictions

  • A licensed driver 21 or over in the front seat
  • Driving only between 5 a.m. and 10 p.m.
  • At most two non-family passengers besides the supervising adult
  • No phone use or texting at all, and it is a primary offense
  • Zero alcohol tolerance, and everyone belted
  • Expires on your 18th birthday plus 30 days, and is not renewable

Level 2 restrictions

  • First six months: no non-family passengers under 20. After that, one
  • A supervising adult is required between 10 p.m. and 5 a.m., except traveling to or from employment, a school sanctioned activity, a religious activity, or an emergency where driving is needed to prevent injury or death
  • Phone ban and zero alcohol tolerance continue
Two violations at Level 2 and the license is gone. Revoked until your 18th birthday. After that you pay a reinstatement fee, the revocation closes, and the license is canceled — you then re-test from the start as a first-time applicant. It is one of the strictest teen-driver provisions anywhere.

The Level 3 infraction-free year excludes a headlamp violation and an improper backing violation, which is an oddly specific piece of mercy. Level 3 is also where points begin to apply to your record. That sounds like a relaxation and is the opposite: below Level 3 there are no points because a violation simply costs you the license.

Adults do not use the levels

At 18 or over you apply for a regular Class E instruction permit instead. Without a comparable license before, you generally hold that permit 30 days before the road skills test. New residents are expected to sort out West Virginia licensing within 30 days of moving.

Grades, hollows and deer

  • Following distance: three seconds in good conditions, considerably more in rain or fog
  • Long descents: a lower gear, not steady braking. Brakes held on all the way down a grade overheat and fade, which is why the runaway truck ramps exist
  • Fog collects in the hollows and river valleys morning and evening. Low beams work there; high beams only reflect glare back at you
  • Deer almost never travel alone, so after one crosses assume another is about to. Brake firmly, stay in your lane, do not swerve
  • School buses: stop and stay stopped until the arm folds and the lights stop flashing

A caveat about the handbook

The West Virginia Driver’s Licensing Handbook draws on an AAMVA model manual, so some general safe-driving passages are model text rather than West Virginia law. Every statutory figure on this page is cited to the West Virginia Code directly rather than taken from those generic sections. Study sites that scrape the handbook wholesale do not make the distinction.

Use this properly

Six wrong answers out of twenty-five is real room, and 76% is the friendliest bar on this site. The expensive part is not the exam, it is Level 2: two violations there and you start over from nothing at 18. A cheat sheet is the last read-through rather than the study plan. Read the handbook, use this page to check the numbers stuck, then take the full practice test until you are consistently above 22 out of 25. For the whole process, see the West Virginia permit guide.
