Nebraska has more permit types than almost anywhere

This is where most people get confused, and it matters because the permit you want changes the age you can start.

  • LPE, School Learner's Permit: from age 14. A stepping stone toward a School Permit.
  • LPD, standard Learner's Permit: from age 15. This is the one most teens mean.
  • SCP, School Permit: from 14 years and 2 months, but only if you live outside or attend school outside a city of 5,000 or more.
  • POP, Provisional Operator's Permit: from 16, after holding an LPD for six months.
  • Operator's License: the full unrestricted license.

All of them require the same 25-question knowledge test unless it is waived, so the studying does not change. Only the paperwork does.

A fourteen-year-old can drive to school alone here

The School Permit is genuinely unusual. If you live outside a city of 5,000 or more, or attend school outside one, you can hold an SCP from 14 years and 2 months and drive unsupervised to and from the school you attend.

The reasoning is rural. In much of Nebraska the nearest high school is a serious drive, and there is no bus network to lean on. The law recognizes that rather than pretending otherwise. Outside those school trips, an SCP holder still needs a licensed driver aged 21 or over beside them.

Driver education can waive the tests. Completing an approved Nebraska driver education course can waive both the knowledge test and the road test. If you are going to take the course anyway, that is worth knowing before you book an appointment to sit an exam you may not need.

What the real Nebraska test looks like

  • Questions: 25 multiple choice
  • Passing score: 20 correct, or 80%. Five misses allowed.
  • Supervising driver: a licensed driver at least 21, seated beside you
  • Permit validity: one year
  • Retake: the following day if you fail
  • Source material: the official Nebraska Driver's Manual

I-80 is its own kind of driving

Interstate 80 runs the length of Nebraska and carries an enormous volume of long-haul freight across the country. For a new driver that means learning to share a road with heavy trucks at speed: staying out of blind spots, understanding that a loaded truck needs far more distance to stop, and merging properly rather than hoping.

Away from the interstate, the driving flips completely. Gravel county roads, slow-moving farm equipment during planting and harvest, deer at dawn and dusk, and open stretches where drowsiness is the real hazard. Winter brings blizzards and ground blizzards, where wind lifts fallen snow and removes visibility on an otherwise clear day.
